ABSTRACT

 

API published the third edition of Recommended Practice (RP) 754, Process Safety Performance Indicators for the Refining and Petrochemical Industries in 2021. RP 754 details process safety indicators for driving performance improvement in the refining and petrochemical industry and provides a framework for measuring process safety performance, guides the methods for development and use of the indicators, and classifies the indicators into four tiers (Tiers 1 and 2 for public reporting and Tiers 3 and 4 for internal use at individual facilities).

IOGP published the third revision of the Report 456, Process safety – Recommended practice on Key Performance Indicators. Report 456 supports API RP 754’s applicability for upstream activities and recommends this standard to oil and gas companies worldwide. IOGP Report 456 enables companies to establish effective leading and lagging indicators that assess the health of barriers that manage the risk of process safety events (PSEs), particularly those that could result in a major incident. It was also based on guidelines on indicators published by UK Health & Safety Eexecutive, CCPS, and the OECD. This third edition of IOGP Report 456 incorporates changes resulting from the latest edition of API RP 754 and maintains alignment with it.

OBJECTIVE

 

API and IOGP’s presentations aim to share knowledge on the latest versions of API RP 754 and IOGP 456, and understand how reporting and the benchmarking studies can support the improvement of Process Safety Performance in the industry. Time will be dedicated to answer questions and doubts from the assistance.

Experience includes eight years analyzing Oil and Natural Gas industry data. Lex graduated from American University with a BS in Economics and is currently pursuing an MS in Analytics at the Georgia Institute of Technology. Lex manages the annual API Process Safety Event (PSE) survey for Refineries and Petrochemical sites, including the creation of relevant reports and conducting relevant analysis of the PSE data. Lex was a member of the committee responsible for publishing the 3rd edition of API RP 754.

Rodney Reibold

Refining Process Safety Manager | Marathon Petroleum

Experience includes 32 years in Refining, with 17 years in a process safety role. He currently oversees the Process Safety program at 13 Marathon Petroleum Refineries and 2 Renewable Diesel facilities. Refining experience includes Operations, Engineering, Projects, and Process Safety. Degrees or Certifications: B.S. Chemical Engineer, Licensed Professional Engineer, Certified Process Safety Professional. Rodney chaired the API RP 754 committee for the 3rd Edition revisions and continues to Chair the committee.

Margarita Malaspina is a Process Safety professional with over 20 years’ experience in the Oil & Gas business. She has comprehensive expertise on worldwide Major Hazards Management Frameworks and Process Hazard Analyses across the business lifecycle. She holds a Bachelor’s Degree in Chemical Engineering, She's a Certified Safety Professional (CSP) and Senior Member of Aiche. She is an active collaborator in the Process Safety Oil & Gas community, representing company in the IOGP process safety subcommittee as well as other recognized process safety centers.
